在李克强总理“互联网+”的大政方针指引下，沈阳市政府潘市长的国内率先倡导启动沈阳市“互联网+供热”新业态模式，以沈阳市供热管理办公室、沈阳市供热行业协会为主办单位的：中国第一个供热行业便民缴费平台---“热付通-沈阳市供热便民缴费平台”，已于2015年7月1日正式启动。经过2015采暖季的运营，热付通平台的技术模式已完全成熟稳定；在过去一个采暖年度，沈城通过互联网、手机缴纳采暖费的金额达到近3亿元，这种创新型的供热行业智慧缴费、便民惠民低碳新模式，极大的缓解了已上线的供热企业收费压力，得到了市民的极大赞誉以及供热企业、金融机构的认可。平台联合了沈城15家金融机构，微信支付、支付宝、银联、翼支付等第三方支付机构，多家快递企业，首批上线了全市23家大型供热企业近1.5亿平供热面积。并创新集成了：微信扫码支付、微信服务号支付、微信红包对接、跨行支付、APP等支付技术，实现水电煤同缴；2015年度，热付通平台在沈阳市公用集团、沈阳惠天热电成功实现了：“预缴热费、抢3-200元红包”的大型活动，砸出了“中国第一个供热红包”,并取得了圆满的成功。
